I did this and my madden works flawlessly so it should work for your similar system. You need to go to the toshiba support page and enter your model number in and download the "AMD display driver" for your machine. Toshiba laptop with AMD A6-4400 and HD Radeon 7250g Graphics 8gb ram, and it works fine on Win 7 without disabling any effects other settings. It might be a driver issue.as I have a similar setup as yours, mine is. I will update if anything different happens as I just did this Tuesday night. I had to do that with 8.1 as well so nothing has changed as far as that goes. As my graphics card is weak I have had to lower a lot of the detail settings, but it still works in full screen mode during game play. I heard that win 10 doesn't really work well with the xp compatibility portion of the tool. I only had to change the compatibility from xp to win7 mode and everything is working fine. I would also check to see if your video card has the latest driver (from the manufacturer preferably like Amd/Nvidia not windows default) it may work better than the default windows driver. My other suggestion would be to adjust your screen resolution within windows/in game? Sometimes madden08 freaks out with really huge widescreen resolutions like if your using a 36inch widescreen TV for example. Good to know, thanks for posting, you probably had the correct direct x files installed in Win 8.1 (which you upgraded to W10) and those probably got rolled over onto your new OS Win10 platform.
